You are correct in what you are saying.  If the workout for the day was to run 100 min then you would do 70 min. Too easy to have your gut tell you 'nah, dog it today.' Quick question of clarification: If I score between 70 and 79, should I reduce my workout *to* 70% of what I originally planned or reduce it *by* 70%?. Judging by the progression, I'm thinking it's actually *to*.
